In the US the design requirement for an operating room is 15 air changes per hour with a minimum of 3 of fresh air. (AIA and OSHA standard)
Figure the volume of the room (cubic feet) and then calculate the CFM required to completely replace that volume of air 15 times in an air and that will determine the air flow needed.
In general in HVAC design, you want to try for laminar flow to reduce friction and noise generated by the system.
